《意见》要求各地区、各有关单位建立健全工作机制，细化工作任务，切实优化支付服务，提升支付便利性。要加强统筹协调和组织实施，细化具体工作方案和配套措施，明确时间表和路线图。要加强宣传推广，大力宣传优化支付服务、提升支付便利化水平的重要意义、相关政策措施，提升老年人、外籍来华人员等群体对境内支付服务的认知度。要建立督导机制，对重点地区、重点银行及支付机构、重点商户等进行明察暗访、督促指导，确保各项工作安排实抓实干。
